Nope.  When you use the internet on the ipod touch/phone, you're connecting to the internet via wifi.  So you are connecting to the internet on a connection that is being provided by someone else.  So if you use wifi in your home, you're using your home's internet connection, not a seperate one for the phone/ipod.
