For the reaction: (CH3)3CCl + OH- <--> (CH3)3COH + Cl-?

it is found experimentally that doubling the concentration of (CH3)3CCl

causes the reaction rate to be doubled but doubling the concentration of

OH- has no effect on the rate. What is the rate equation??
