For using eyelets, do i already need a hole or can i put the eyelet on the spot i need it...?

for using eyelets, do i already need a hole or can i put the eyelet on the spot i need it... and then use pliers to set the eyelet is this an easy process for about 400 times any other ways ( would the eyelet go through photo paper) ?

Go right through.  No need to "pre-hole" :)
