If you lift the handle and look inside, you'll see two rods one going out each side, they'll have either yellow or white plastic clips on them. If you pull both the rods toward the center of the tailgate and pull, it should open. The older handles used to bend, and one side won't unlatch. The newer ones sometimes have a broken clip. The older ones you can remove by releasing the plastic clips and removing three screws on the backside of the tailgate. The newer ones you have to remove the access panel and undo the clips and two nuts.
