  1. 1- How much tax will I have to pay for a 100K investment from Canada to The State of Nevada?

ZERO. Any gains are paid to the county where the person is a citizen of, in this case, Canada. Non-USA citizens pay zero taxes on investment in the USA, they are supposed to pay them in their own country.

2- Do the person who is investing they have to pay as well?

    Pay who?

3- Whats the max amount each investor can invest?

No limit, however if you are running a private investment (fund) in the USA, (sounds like your intent) you have to be registered.

I have a lot of experience with this. Here are the basic registration rules you will need to follow.

    SEC Regulation "D" (SEC Rules 504, 505, 506)

Structuring the entity is a whole another issue, and critically important. It will state legal basis for fund, how people are paid, accounting, the whole business, etc.
