  1. A good question that summarises the situation exactly. North Korea stated several years ago that it would become a major nuclear nation and this would lead to its domination of the nuclear scene, but attempting to use non-conventional nuclear technology when sufficiently developed by the West in place of uranium, plutonium and polonium which causes great devastation and human suffering if deployed. The goal was stated as being to form an alliance with other nations in the east and west and that is a now only a short time away, maybe 2011. N Korea has been pursuing its program for a long time mainly for peaceful purposes but not always so, it has a mandate to do that under very old treaties and is waiting for other nations to see the light rather than condemn its every move and testing of its control subsystems and development of safer technology. Kim Jong-Il is a president elect [Dear leader] and a presider not having full command and control in his country and every few years he is undermined by his military or governmental structures - he is often unaware of the world reaction or media reports to tests until some time later principally because of poor communications availability in the nation and lack of contact with the outside. He foresaw that the US and western europe would become weaker because of internal disagreements and severe finance restrictions as computing availability began to degrade and overstatement of totals to the World Bank continued, despite their warning that by 2008/9 reports must be within an acceptable tolerance or non-conforming nations would be declared technically bankrupt. The bankers chose to ignore this and nations have suffered, or the banker did not receive the notification of the requirement
