Forgotten name of tv series?

Question

Does anybody remember a tv series that might have been from the 1970s-80s, in which a guy was trying to pass his flute exams, and at the same time find his father in Germany, and somehow running was also thrown into the mix? I think it was made by the BBC, but not sure. The guy's first name might have been Billy. Thanks!
