Fork Help PLEASE!!?

I have a Freeride Hardtail bike but I can't use it at the moment because the fork is screwed. I don't know what is actually wrong with it but it's VERY stiff and there is a lot of black oil/grease at the bottom of both stanchions. I'd prefer not to have to buy a new fork because i need my money because i'm saving up for dual suspension freeride bike. Can someone please tell me what's wrong with it and how to fix it??

If it has a threaded headset, you may need to loosen the upper race cone slightly, or replace and/or regrease the bearings.

it might be rusted up and needs lubrication and greasing.
