     It is NaHCO3. The CO3 ion has a valence of -2, and needs atoms or ions whose valences add up to +2 to make the molecule complete.  Na2HCO3 has too many positive charges - in this case, sodium - to be a balanced molecule.

NaHCO3 --- CO3 has a 2- charge. Na and H are both +1 to balance out that -2 charge. In a compound, the charges must balance. If you have Na2HCO3 now the charge is 3+ for the cations (Na,H) and only -2 for the anion.
