Foster care???

my mom wants to foster care but she doesnt no where.where are there adoptions centers around ventura county

Contact your local Dept of Human Services, Children & Youth Division.  They will be able to point you in the right direction.

I am involved with a wonderful organization called mending kids international that is always looking for families willing to take in a child from another country for a short period of time. If your mom is unable to find this info for herself, she probably is not equipted to help a child navigate the difficult emotional waters of being a foster or adopted child.

Adoption and foster care are different (though related) things.  Have her check out California's Department of Social Services (I'm assuming you are in Ventura, CA) at http://www.dss.cahwnet.gov/cfsweb/Foster...

for information on foster care and adopting through the foster care system.

Then, if she is serious, she should CALL THEM, not ask for information from people on the internet who are just guessing.
