Foul ball/error question?

Question

ok lets say the 3rd baseman drops an easy fly ball in foul ground..is it an error?

If it is an error, a few times i have seen an uotfielder pull up and not catch a deep fly ball that travels into foul ground in order to keep a runner from tagging up and advancing. What would the call be in that situation?
