what is this? it looks like a J, like in the profile picture, and has a small lip on either end, however its not round, its a constant U shape that bends w/ it

  3. It is called an anchor.  Holds the tie in place.  They put them on both sides of the tie.  That way, when the rail expands with the heat the tie moves with it.
