Found lots of teeny bugs (smaller than ants) w/ wings on our block wall. Anyone know what they are?

At first glance they move around like ants. They were also on a corner of our concrete porch and in the rocks. They are grayish black in color. Haven't noticed them flying, but can see what appears to be wings when looking at them very closely. Thanks to anyone with information.

THEY COULD BE TERMITES OR GNATS. YOU NEED TO CONTACT AN EXTERMINATOR JUST IN CASE IT IS TERMITES B/C THEY WILL EAT YOUR WALLS
