  1. When a telephone stops functioning properly during rainy periods, it generally means the "outside" line (usually buried underground) is ruptured and defective.

When a line (usually buried underground) ruptures and gets wet, the water seeping into the line causes the line to short-circuit, or at least become "leaky".  Current leakage can reveal itself as "line noise", "static", or just "loss of signal", or dial-tone.

That certainly would be the responsibility of the phone company providing you service.

However, that is assuming the cable defect is caused by "act of nature" or age, or defective cable.  But, if the cable has been "damaged" by negligence by land owner (digging in your garden, putting in fence posts, dog digging, etc.), you could end up flipping the bill.  Just depends on the cause of the defect...

  2. if it happened after thunder, I would bet it is your phone, if you call your number and it is busy, disconnect all phones, and anything else connected to dial tone, then try to call into your line... if it rings thru, then you know it is one of your phones...

when a surge of power comes in thru the phone lines from a lightning storm, the circuitry of phone equiptment can become damaged..
