what does Qu'est-ce que le tonnerre et les gouttes d'eau annoncent mean?

does that mean what do you do when there is thunder and there are raindrops?

How exactly would I answer?

    Qu'est-ce que can be used somewhat like the English expression "How [adjective here] [noun here] is!"

    For example, "Qu'est-ce que cette fleur est belle !" could be translated as "How this flower is so beautiful!"

    So literally, your phrase would mean "How this thunder and these raindrops are announcing," where we could interpret 'announcing' to be metaphoric for loud, heavy, ever-present, mighty, or something else along those lines.  It might be an expression exclaiming how it's raining cats and dogs [pleuvoir des cordes] outside.  But this idea is VERY far-fetched, so keep reading idea number two.

  3. good translations above but i think they announce a storm (l'orage) rather than just rain since there is thunder and raindrops, not just raindrops.
