France Id card ? Does it look like this ?

I have an international buyer that placed an order from me but due to fraud I did not want to ship out anything to him because his address is unconfirmed on his paypal however he even sent me his France Id, I wanted to know is this a legimate id ? here is a pic of his id thanks! http://geocities.com/i525seriez/id.JPG
