Both France and England.  Russia also opened up many of its files, though Putin is now clamping down.  The Netherlands, Mexico and Brasil have very open policies about disclosure.  However, the US will NEVER admit to the existence of UFOs because there is too much at stake.  The old days of Project Blue Book (which was set up essentially to debunk UFO reports) are long gone and the government claims not to be in the UFO business.  But there have been too many retired military whistle-blowers to accept the  government's "plausible deniability" position.
