Free Appropriate Public Education, No Child Left Behind Act?

Question

I have to write an opinion paper, and I want a quote that basically says that every child is entitled to a free, appropriate education. Preferably a link to a site that quotes from the actual law that was passed. And please don't tell me to go on google or yahoo or anything like that, I've already tried. And don't tell me to do my own homework, either. I'm writing the paper myself, I just need a quote. Thanks!
