  1. Free Chlorine too high would be over 5 parts per million.  1 to 3 ppm is considered 'normal' for stabilized chlorine but a bit higher is not bad.  Even significantly higher about the only bad thing would be swim-suit color fading.

    Stabilized Chlorine tablets contain Cyanuric Acid.  Levels of Cyanuric Acid should be no more than 120 ppm, or it can so completely inhibit the action of the chlorine that it doesn't matter how high you get the free chlorine level it won't work well.

    When you say "nothing seems to work", the question begs:  work at what?  What are you trying to achieve with all that chemical addition?    Your problem is not clearly stated.

    If your 'problem' is too high free chlorine, its not really a problem.  I suspect you might have a Cyanuric Acid problem, but from the lack of information here its hard to tell.

If your test is reading the free chlorine then all you have to do is Wait, the Ultra Violet ray in the sun will cook off the extra chlorine unless you have too much stabilizer, cyanuric acid.  Normal 30-50.  When CYA gets over 100 strange things start happening.  Only way out is to dilute it with fresh water or drain and refill your pool.  Stabilized tablets use over time can cause CYA to increase to high levels.

    Take a pool water sample to your pool supply to test for you.  Mention CYA they may charge you to do this but it is worthwhile to know.

    In the future, use liquid chlorine to sanitize your pool.  At 1468gallons, use 1.64oz of 12.5% sodium hypochlorite to attain 1ppm in your pool.  To shock, test for free chlorine and calculate 10x, add liquid chlorine when sun off the water.
