free Pc-to-Phone means that you can call from your Personal Computer to a Phone Line, there are many companies that provide that service, but they are not free, don't know if people could call you back from phone line, but they can call you from their computer to your computer for free, and you can call to a phone line which is not free, and you can't call 900 numbers(maybe you can but it won't be for free)

look at company called skype.com , they provide that kind of service, very popular one

good news for you, they allow free phone calls to phone  line for free till the end of the year :)

I dont know but whatever it is, it sucks if you can't call 900 #'s.
