Free Phone Service?

I want to start a business but need my phones to work so I want 2 free phone lines free service providers VOIP and i need voicemail to direct to my pc and a on hold player need help.

Check out open source VoIP PBX software options such as Asterisk. You will of course need a decent broadband connection, a server, Linux and some handsets. It's not going to be "free," but it's the cheapest option your going to find.
