Not sure though about the question you're asking, can a person who reached level 2 can be kicked out back to level 1.

I just know, that when a person has obtain those "Top contributer" and they didn't answer questions for 1 week or more, they will lose their badge. And, if you ask a question, 5 points will be deducted from your points.
