Free art programs for anime lineart??

Question

my cpu is like a dinosuar,so it wont let me download paint.net,n i need sumthing or line art,you need to pay for open canvase,n all ive been useing was photo filtre to color meh stuff,,but i need sumthing to outline it so its more clearer,any suggestins?

You might want to check out INKSCAPE

it is a VECTOR program.... slight learning curve, but it is very powerful...
