Free game, sorta like map editor?

Hi, im looking for a game, i heard about it ages ago, but cant remember.

its like a game with a special mod or something that makes it just like map editor and u can spawn items and everything but i dont remember what it is.

im not sure if its free or not, but if not. please recommend any other similar games
