Most will only provide limited space for hosting. Doubt there is one out there that provide forum hosting.

I wish you asked this before purchasing vBulettin. People who don't have any web hosting service commonly purchase a web host providing forum tools, not pay for forum program, then looking for a free web hosting service! Free web hosts have many limitations which make problems for your forum. If you had a website running and wanted to create a forum on it then you should purchase vBulletin to install on your web hosting account.
