Free long distance number converted to local line?

I remember seing this website that will convert say if you are calling a 858 area code number and you are a 619 area code number

It will create a phone number for you that is based on your area code and will forward the call to the 858 number without paying the US long distance charges. I forgot the name of the site nor how to find it

Does any one know telephone number sites like these

Don't trust anyone or company that says its free.   There has to be a catch.   Just get a calling plan with your phone company.
