I work with skype (www.skype.com) and although I havent called to Belize, I;ve called from my laptop via skype to USA, Chile, Argentina, Brazil, New Zealand, Australia, UK, Japan with no problem at all!

Unfortunately the largest internet provider (BTL) in Belize blocks most pc call systems.  However, if the person you are calling is using a satellite system or using a proxy service to avoid the BTL block it may still be possible.
