Free phone card or number?

Question

I have tried phone hog but it wont let me get one. When I lived in dallas I knew of one that was called phoenix something. You just dialed a local number listened to some advertisement then you would dial your number and could talk for 59 minutes. If you wanted to talk longer you just hung up and did it again. If anyone knows of a service like this for san antonio or another free phone card place Id appreciate it. Thanks :)
