Free photo editors?

Question

Im looking for a photo editor that I can use to my make pictures the tones that the ones below are. i got them from searching on photobucket (sorry if its you)

i keep downloading editors..but none of them have it where i can change the color tones to ones like in the pictures above. or maybe im not looking in the right place on them? if you suggest a editor, could you let me know WHERE to go in it..to change the tones of the photos like in the examples above

also if i delete the programs from my desktop..is the program still on my computer? or is it completely gone?

note that camera may have setting to take images as well,

if you insyall whole program folder to destop(not advised), and then remove by placing in trash, the contents of folder will be gone, but other files and links will remain, you can unistall program from menu in programs if any, or use control panels add/remove program,

some programs that are trial leave residue files in registry and hidden on drive, not meant to be removed cause of,
