Yes, they have wireless internet connection.  

You will get better cellphone receptions when dock, and all depends on the services available in the visited port.  You will get better reception on deck.

Pay careful attention to the charges for this.

There are pay phones and internet cafes in almost all of the ports. It's almost always a lot cheaper.
