It's only called 'Freeview' because you do not pay a subscription such as Sky/Virgin to view.

But all TV's have to have a licence, it does not matter how you receive your tv but you pay to watch.

Yes you need to buy a licence. The licence isn't for watching, it's the licence which permits you to operate TV receiving equipment (such as a freeview box or satellite dish!)
