Freezer Frosts up at top of heat exchanger and...

I have a Kenmore side-by-side refrigerator model 57542. I am having trouble determining what part went bad. My son left the door on the refrigerator open before leaving for school. Ten hours later it was closed, but it was too late, the heat exchanger frosted up and stopped the refrigeration. I pulled the cover off the heat exchanger and defrosted it. It wasn't the first time! I put the cover back on and plugged it back in. However, this time the refrigerator did not resume working, it frosted back up at the top of the heat exchanger. Repeated attempts to defrost the heat exchanger result with it frosting up at the top when returned to service.

I checked the Defrost timer, it turned off the compressor when tested.
The evaporative heater had 29 ohm across the leads
The Temp sensor TSTAT had 1.0 M ohm across the leads at room temp
The evaporative fan had 32 ohms across the positive and negative leads.

I suspect the problem is the fan because I have not seen it running through all this troubleshooting. But I am not up on when the fan should be running and when it should be stopped.

Any thoughts? I would like to replace the problem part the first time THX
