Freezer not keeping things frozen

Question

I have a refrigerator with a freezer on top and I noticed a few months ago that ice cream was not staying really frozen so I tried putting less stuff in the freezer and turning up the temperature and that seemed to help for a short period of time. Over the past week it seems to have gotten worse but it was still freezing ice cubes and frozen lunches were staying frozen etc. I pulled it out this past weekend, unplugged it and vacuumed the coils and cleaned under and behind it. And it has gotten worse since then. My frozen veggies and bread and frozen meals are all defrosted and ice cubes are starting to defrost and new ones are not freezing. Things in the fridge seem to be staying cold. Do I need a new refrigerator?
