    It is winter--C'est hiver.

    It is cold--C'est froid.

    'It is cold' must be translated by 'il fait froid', since you are obviously talking about the cold weather.

    As for your first sentence, litterally translated, that would give:

    Nous faisons le mois de février.

    But, like in English, it doesn't make sense in French either.

    Maybe you should say:

    Nous parlons du mois de février, or

    Nous traitons le mois de février,

    both meaning 'we talk about the month of February'.
