French visa "au pair" - documents help!!!?

Question

I'm going to france as an au pair for a year. I have all documents and just need my contract from the dept. of labor. It's been approved and they were supposed to send it this week but it's not here!!!

my appointment is in less than a week, and If I have to change my appointment, it will put my plans back by 2 months.

since it's approved already, can I do anything?

if not, how do I get them to answer the phone?!?

Have you tried faxing them?

The French bureaucracy is so anal retentive that I'm sure that every fax received has to be logged in and some sort of formal action taken in regard to it.
