I never seem to hear silence.

The only way you would hear silence is by being deaf. Because silence as you perceive it to be seems the lack of noise.

But silence does not mean noise = 0, silence is more of wind blowing in the trees, birds singing, and water flowing in a stream. There's noise but there's also silence.
