Friction between solids. Dependence on velocity.?

Question

How does the friction force between two solids with a constant normal force applied between them depend on the tangential velocity of one with respect to the other?

Why?

It only matters if there is any relative motion or no relative motion. There is no velocity dependence on the kinetic frictional force or the static frictional force.
