Friend lost russian passport in united arab emirates need help!!!!!!!!!?

she is now in makhachkala and does not know how to get another citizen passport and zagran passport , please anyone living in makhachkala or in kislyar send me any information on what should be done. the only documents she has . is a temporary passport givin by the embassy in the uae and a copy of the lost zagran passport, she does not have a birth certificate or a citizen passport both are also lost .if you are a lawyer or have lost before your passport please contact me , i will pay 5000 rubles for the person who will help her get a new passport.
