You can fly or take bus to Austin, Tx.  Then you can fly on Vivoerobus to Monterrey and from Monterrey to Leon. They have super cheap fares.  Just check different dates to find their best specials.  You have to book a flight from Austin to Monterrey then a separate one from Monterrey to Leon.  The whole trip should be less than $150.00...and often they have specials and it is even cheaper.

You could also take a greyhound bus to McAllen , TX, then take a SENDA bus to Leon.  The Bus from Mc Allen to  Leon is $76.00.

First find the cheapest airfare from Chicago to San Diego. Then search through the discount Mexican airlines for the cheapest round trip airfare from Tijuana to Leon. This is only looking at Tijuana as your Mexican take off to Leon, you might find a cheaper way of traveling from another border city. I personally recommend Avolar, since they gave me a really cheap ticket to El Bajio, I booked three months ahead and paid 80 dollars round trip on a promotion they had.
