From gujarat we got signs of concerned officer for the UAE embassy attestation. whether any notary is needed ?

Since my cousin is trying for UAE visa, he got the signs of Gujarat admn. deprtment, but when we asked at UAE centre in Mumbai, we had been suggested to get a NOTARised document for the same.

So pl. guide me.

Usually GAD is done after Notery. Without Notery GAD can not be done. How ever without notery and GAD  attestation UAE consolate will not do attestation.
