From march through around Novembember where is it cold, rainy and windy in the U.S. or the world?

More simply, is there any place, either in the world, or in the United States with cool, cold, drizzly, windy or rainy weather actually in the summer?

Don't forget, the southern hemisphere has their winter during March-October. So it would be cold and rainy in a lot of places.

In the northern hemisphere though, you'll find cool or rainy weather in a lot of the northern cities, especially on the coast lines. Think Alaska, Ireland, and Scandinavia. It might be sunny, but it still won't be 80 degrees F.
