It is esily closer to Germany.  North of the Italian border there is a thin sliver of Austria and then you are in Germany.  You can drive from the German border to the Italian one in about 90 minutes.

To get to Spain you have to drive across all of southern France.  By  European standards, France is a big country.

NOw that I think of it, this only applies to the mainland of both countries.  The islands of Corsica and Sardinia are owned by France and Italy and they are fairly close.

From Italy to Germany is 90 kilometres. From Italy to Spain is 440 km (mainland) or about 350 km if you go from island of Sardinia to island of Mallorca.
