Front end rattle on 95 caprice?

On a 95 caprice the right front rattles when you hit a bump but not at all as long as the brakes are applied. Someone said its a loose brake caliper. All bolts are tight, wheel bearings are good, ball joints are tight. How do you fix a loose brake caliper?

You can either install new rubber seals on the brake caliper where the bolts go into or what I think might be the problem is that the brake pads are loose and you can just bend the tabs down or apply new brake pad sealer....
