Frost/Freeze-Free outdoor faucet won't turn off --?

Question

The k**b can be turned to the off position, but the water won't shut off. Does replacing it mean cutting the copper pipe inside, or can I just remove the stem and replace?

I would replace the gasket/seal/o-ring, whichever it has, first.
