Frozen Sewing Machine Arm/Pfaff Tiptronic 6270

Unable to raise the take-up lever suddenly after changing the needle....my husband has looked it over and the problem appears to be NOT in the bobbin as I first assumed....is there a home repair we can do or must I take it into a dealer/repair center?
