  1. kelly f is correct. Try his suggestion first. Fuel pumps are expensive. You need to test it. Usually when u turn key on that hum noise only lasts a sec or two. Try listenning for it by taking off the gas cap and have someone turn on key. If that works, Next step it to test pressure at engine. there is a tap, you s***w a gauge to. If you dont have that availible.... Plan B , when u put on the new filter, using a hose into a can and see if the pump is pumping.

YIf its not the fuel pump, could be plugs,  too

  2. on that one the fuel pump and filter are both located in the gas tank so if you have to pull the tank down replace the whole unit on it,that's the best way to do this,it does sound like the pump may be going but have it checked before you buy one for it those are pretty expensive, but if it never has been replaced id say mileage and age got it,most of the time those went out around 150 thousand miles so you have done real good on this one, good luck.

  3. Its possible, since the pump is fighting gravity.

Since its a 99, plug in an OBDII debugger, they are about $50 on ebay, and it should read out fuel pressure.

I'm not sure why its not telling you check engine....but I guess its an American piece of junk.

  4. first try a fuel filter and a bottle of fuel treatment...
