Fuel question?

I have a two part question concerning fuel. Who came up with 9/10 on the cost of fuel?

Has there been any past discussions or any future discussions to get rid of the 9/10?

I hate seeing that and think of it as a scam.   They should be made to take it off their signs or install thousands places on their pumps.     If I get exactly a gallon of fuel at 3.279 they still charge me 3.28.   Seems like theft on their part.

Part the first:  I don't know.

Part the second:  Do you think we need a law??  Does it bother you?  Who would do the discussing?  Congress?  Is it a problem?  Do you WANT to pay an extra tenth of a cent per gallon?  Is this the biggest issue in your life?

Basically the competition of 2 gas stations being across the street from eachother. Shell has gas for 2.899 as opposed to BP for 2.90 so you see what appears to be a penny cheaper because you only look to the hundreth place and that's enough to make you turn right into Shell instead of left into BP. Just a scheme to attact business. I don't think there's any need to get rid of it or much pressure because we're all so used to it.
