GE Dishwasher GSD 4130 Y01WW skipping cycle

Question

Fill and drain cycles work fine until the soap dispenser is triggered to open by the timer.  When this happens, there is no water filling the tub and the motor seems to run until the next cycle, which then works fine.

What would cause it to skip this cycle?  I think it maybe related to a contact on the timer.  Any help would be appreciated.
