Do General Electric Brand "Plant Gro N Show" light bulbs give off harmful UVA or UVB rays?

Simply, no.

But to explain... what gro light bulbs do is produce light within the frequency band that plants use and need to grow.  Because UV light  is outside of this frequency band it is not produced.

Fluorescent lamps produce UV radiation by ionising low-pressure mercury vapour. A phosphorescent coating on the inside of the tubes absorbs the UV and converts it to visible light.
