GE Oven bake element not work

Question

The baking element in the oven does not work and when the dialis set for "bake" the "broil" element comes on. Everything else in theoven and on the stove top work fine.Have unplugged the unit and reset it, replaced the fuses, ensured thatthe k***s were positioned correctly.Can you suggest what might be the problem, is it just the baking element or something with the electronics in the panel ? The oven is 17 Years old
